Settings -> Language & keyboard -> Select language, choose the Language you need.

You can set the sound.Or you can try to re-set it.

Motherborad have a text "U30GT_RK3066 V15 2012.09.27"
The problem with the tablet.
He is not charging.
Charge controller chip was burned, as I understand it.
I just can not understand what this chip.
It says 2WLi.
Can you tell me what this chip? Or you can send an electrical circuit diagram? I have a diagram of the old revision, which was used charge controller HB6298B - Did you charge with DC charger ?
OR the Charger can work ?? Did you test it ??
You can try to change the dc charger.
